Recreate OPC measurement definitions

Update the DefaultMeasurements.xml file with the changes identified in OPC measurement definitions.

Note: If you simply copy the old file into the new system, you overwrite any new additions to the file that are part of the new PME system. This might be acceptable or not, depending on if you need the device types and measurements that have been added. In general, it is a better practice to keep the new file and manually add any customizations.
